Default Does the ISV interfere with vacuum pressure?

I am wondering if this is my problem of bouncing erratic idle and power loss. When the problem occurs, the idle is lower than normal and the bar gauge is above the lowest point, which is not normal(it is usually all the way down when the car runs good)

It seems to pick days that it works and doesn't work.
Does the Idle stabilizer Valve change vacuum pressures at all? It seems like it would. If it does, I believe that is my problem.
thanks

Yes it does.
That's how I knew I had to replace my ISV.

I concur. If it's leaking, it will wreak havoc on your idle. Especially when the engine is cold.

Does it ? My ISV was bad but the vacuum was strongest at idle just like it is now with the new unit.

Then it was bad, but it wasn't leaking.

Just a tip, don't bother trying to change it with the intake on! It can be done but it will save you time to take the mani off!
