There's no room on the ends of the threads for the nuts to come off because of the heatshields that are also near the turbo. But removing the turbo is only 2 bolts.

All turbos have a little shaft play. You might want to measure it and see if it is in spec. If the turbo is coming out, why not rebuild it and get new bearings/balance that you know will last? Used is always a crap shoot.

Do a search, there are several Turbo shops that can turn a rebuild around in a couple of days.
