I have always been suprised that there were not more options out there for a foglight blank or brake duct. The ones out there don't fit all that well, and the price of them seems high. If you have an E36 BMW you can buy plastic(not fiberglass) foglight blanks for $30.

You can always go for the $9 route. Not quite as pretty as some of the fiberglass scoops, but certainly functional (actually more so since these have a 3" opening, same as the hose). Kind of hard to see in this pic...
