manual steering tie rod question

I have a manual steering rack i'm getting ready to install, by cleaning it up and greasing it. I noticed on one side theres two washers that have rubber stuck to them in between the jam nut and the tie rod. Is that normal or is there something missing there?

I figured it out, The two washers were once part of a broken stop. Where do i buy a new stop now?

autozone or call a rack re-builder its a very common peice
