my 951 is giving me issues.... in need of some ideas

DME relays don't usually make cars run rich. When they go bad, no power gets to the engine management and the car does not run.
Did ever run properly? If not, you may want to confirm you have the right chips for the injectors and other parts you are running. When in doubt, use stock parts all around and get it to run right before moving to aftermarket performace parts.

45psi fuel could very well be right. with stock injectors and bigger turbo you want around 50 psi. i think there could be a problem with the MAF system. huntley is not the best product.

ok... dme relay is good.... pulled spark plugs and they are worn bad.... pulled distributor cap and rotor is cracked but still looks like its in working condition..... checked timing and all looks good....

Please search. With a stock FPR it only should be ~29psi at idle and arround 37 with vaccum line disconnected. Now if you have an adjustable FPR i would suggest turning it down. Does you oil smell like fuel? Do you have a AFR gauge to check your afr's. From what I learn recently for every PSI of boost you should see 1 PSI increment of Fuel, so lets say 29PSI at idle if you are running 15 psi on your boost you should see aproximately 44PSI on your fuel gauge. That's with a stock FPR.

Replace the plugs, cap, rotor (and wires if you are in any doubt). A cracked rotor is a bad rotor, and is probably representative of the condition of the rest of your ignition. A weak ignition can seem like rich tuning, since the gas doesn't burn all the way. It may not fix your problem, but it needs to be replaced either way, and will cause its own problems soon enough if left untreated.

ok, i replaced the plugs, cap and rotor.... car runs and drives ok.... every once in awhile it feels like i miss a bit while accelerateing.... after i drove it and i had it back in the garage, the rpms went down and it struggled a bit then died... when i would try to start it in starts everytime but doesnt catch idle.... but i was messing around with some wires and stuff and it worked again... im assuming its a loose ground or somethin... but it would have to be on something that deals with idle.... what all could that be....? i know the IACV but is there anything else?

Try wiggling the injector wires and the speed and reference sensor wires at the back of the manifold, while it is running -- see if either cause the motor to run different or shut off. Both tend to go bad over time and can cause all sorts of symptoms.
