Default my boost gauge is stuck at 1

I had a fuel line replaced just beside my fuel rail and when I got home and went back out I realized that when I turned the key the boost gauge would read 1 which is what the manual said it would do but once I cranked it it usually went back to the beginning but now it stays at 1 when the car is runing and I can bearly hear the turbo spooling and not getting the boost response. Can anyone offer some advice on this situation?

Check the hard clear'ish plastic vacuum line that goes from the manifold to the KLR.

what I meant was can I see this line from top side or does the car have to be on a ramp to find it from below

KLR is located under the passenger footwell - pull up the carpet on and it should be behind the piece of wood.
On the intake manifold, there should be a banjo bolt with two nipples on it. The hard clear'ish line is connected to one of these.
