Can I install a 3 bar fuel pressure regulator and 951 max chips without doing the wastegate and a boost controller? Will I see any difference in acceleration, etc.?

you certainly can, but I doubt you'll see much of a difference without the boost controller. I believe the aftermarket chips primary functions are to make adjustments to A/F and timing maps for folks that intend to boost past the stock'ish 12PSI to make sure that they don't run lean.

I had the LBE kit and drove it a little without the boost controller and it didn't feel much different than stock to me.
