Default Airbag Steering wheel delete

Guys, i'm installing my race wheel and I've read the threads on the Airbag delete and wiring the pins together to keep the airbag intact to shut off the fuel pump during the event of a crash. But, what the hell is this? I know it has something to do with airbag, but I'm not sure what it is. TIA.

Basically that' the clock spring, i.e. that makes the horn work and assist with canceling your blinkers. Inside a large coil of flat copper or brass, like a spring rolled up. The two wires coming out are for the airbag and one on the bottom, connects to the brass ring and when you hit the horn buttons, grounds the circuit to make the horn go.
