So, as much as I hate vendor bashing, this is about a non-944 type vendor, but another P car model and, said vendor will remain nameless.
You give your car to a trusted and reputable source for P car enhancements, you pay up front - 50% of the project, even sign a contract. You are told 4 months, no longer than 6; please bring the other 50% and pick up your newly refurbished P car.
A year and 2 months later, you've handed over 25% more $$ and the car is still not ready.
what to do?

hard choice. I'm always in favor of keeping things civil however if someone won't pay/work then it makes it hard not to go after them.
What is he telling you? Does he say he is close to finishing it? Does he give you any reason to believe he will be able to finish the car realively soon?
I say do you're best to keep it civil. Give him a deadline if he can't meet it then I'd go public and pick the car up regardless of what condition its in. He is well over double his worst case senario timeline and thats just unacceptable.

After almost 3 times the worst case scenario time line has passed, no matter what you do I highly doubt your car will be returned in the condition you expected it in no matter what you do. The vendor's gonna feel like you're being hostile if you go and demand for it to be finished and they'll complete it in a halfassed manner just to be done with it. Or you can get it uncompleted and try to complete it yourself. It's a lose lose at this point for you so I vote for E-Rape + demand the car be finished. At worst use the remaining 25% to get someone to fix it/complete it.

How often have you been complaining/checking in for updates?
If you are too aggressive, he'll complete the work in a half-assed manner and no one will be happy.

I'm with Sam. Go in person and have a "meeting". Find out the situation. See what their situation is. Let them give you an explanation on why they haven't held up their end of the bargain. Then come to an agreement again. Make sure both parties understand this will be the last agreement to make good. Then you will pursue other avenues to make things right. Make sure they understand and agree to this. Sign it again. This way, things will be on good terms with both parties. You want to make sure the car is done right, without any animosity and bad feelings going into the work. If that doesn't work, then you go to court. That's why you find out what their situation is first though. If they are falling on hard times, then going to court will be a waste when they file banckruptcy. In this economy, go the nice, but firm, business negotiation route. It will be the best way to salvage what you've already put up with, and to get the car in the best way when it's done. Cival action .....like a small claims administrator look into how it works in your state its not always sueing and big layer bills . some time's another third party with more cloat get involved . I believe there are also some pretty worth while consumer rights groups in the US .
And for the future Never hand over more than 30% up front .
If they can't bank roll the rest they shouldn't be doing the job . If the components are expensive invest only in the components at first then if it goes bad you pick up the lot and leave .
I have come unstuck my self doing something similar .
I have a inlet manifold with a guy and i feel I'm going to have to drive 500 miles to deliver a smack in the mouth and pick up whats apparently half done .
Also the other lesson is that any kind of contract should include obligations for both parties so it can later be used with an admisistrator .
