Default Help diagnosing running too rich

Anybody familiar with the "Power Perfect" fuel controller from Lindsey?
I've installed their Stage II MAF and Power Perfect FC, downloaded a basic fuel map, plugged it in and started her up this morning. What I found is it's running very rich at varying rpms (10.0-10.3) When I give it gas it gets better momentarily to about 15.0, but then settles back down to a very rough idle and 10.0 A/F. Throughout this proceedure there are never more than 2 lights lit on the PP unit? It's supposed to light up at least 4-5 according to the tuning instructions to be able to fully adjust the pots at different rpm ranges.
1) I've checked and re-checked all wiring and grounds.
2) Fuel pressure set # 39.5
2) Max951 chips programmed for new set-up?? I hope
3) PP loaded as it should
Any ideas?
