FWIW....The euro spec works like this.. (the long winded explaination )

Driving lights/fogs : Twisty thing on dashboard 1 click
Head light switch : Twisty thing on dashboard 2 clicks
Bright/Normal headlight toggle : Stalk on steering column.

Fog light/driving light toggle: Switch at door.

If head lights are on, and you toggle to bright, spot lights go on, and headlights go to bright, fogs stay as they where (driving or fog)
if head lights are off, and you toggle to bright, nothing happens.
if head lights are off and you pull stalk to flash, spot lights go on, Fogs stay as they where (driving or fog)
if head lights are on, and you pull stalk to flash, spot lights go on, and head lights go to bright, Fogs stay as they where (driving or fog)

We can run just fog lights by turning headlight switch 1 click (lights stay down) and switch fog lights on. Main head light switch switches off all lights.

basically... leave fog light to on position, and use the main headlight switch to 1 click to run just fogs, or 2 clicks to run fog and headlights.
