Bone stock '89 951, 130k miles, no service records. Salvage title due to hail damage that's been fixxed. Stock wheels, stock everything.

Assume that belts/water pump etc need to be changed. Everything works including AC, seats show wear and some tears, no radio. Exterior in decent/good shape.

I wouldn't be scared of a salvage title over hail damage.

you can probably get the one in pueblo for 4500 (and it would be a good buy)

I would say with 130k miles, no service records. Salvage title and assume that belts/water pump etc need to be changed. $7000 is a bit high. I would think about $5000 but thats just me. I know you said it was just hail damage but still it's a salvaged title.

I would not pay more then 4k only because of the salvage title. Plus no records... who knows how things look internally

Get a PPI and if every thing checks out OK, than pay what you are comfortable with. You gota remember (1) it is an 89 S very hard to find as it is, (2) you are not going to be driving around the title.
If you are going to keep the car than 5k is good I would say, but if you are going to resell it than no more $3500
