The arrow points to a cowling or cover of some kind. It is completely missing from my 86 Turbo. What is it called? Do I really need it? Is it there for protection from water runoff from the windshield?

I've done lots of seaching at parts vendors (like Pelican Parts), but without a name, I'm not making progress.
