Maxed out MAF???

Couple thoughts:
First, you need to look at the signal coming from the MAF and going into the ARC2 (should be the green wire if yours is like my old one, and not the purple wire.). It sounds like you were logging the signal after it is modified by the ARC2 -- which will not help in determining if the MAF is maxed out (which I seriously doubt it is).
Second, it may be that your chips are maxed out but, if so, your FQS should not increase the a/f ratio as per you post 13 -- at least with any of the chips I've used. Once the DME sees 5v at the MAF signal, as you say you had, then one would expect the chips to be pushing max duty cycles on the injectors, meaning the FQS can't offer any more fuel. I've not used your chips though, so I suppose it is possible.
Finally, what fuel pressure are you running? You can richen the mixture without swapping injectors by adding more fuel pressure, within reason.

This was an error on my part. It seems that I only did logs of the FQS added fuel AFTER I turned the boost down to 15-16psi. So at 18psi, the a/f was still the same above 5,200 even after the FQS adjustment.
In regards to the MAF readings being after the ARC2, I did tap into the green wire from the DME, so would that be before or after the ARC2?
