I can't tell you what it is but yes, it does not really connect to anything. Mine is part a a bundle of wires/vacuum lines zip tied too the firewall.

The blue and black thing is a Vacuum Check Valve (928-537-361-02) connected in line from the brake booster, supplying vacuum to the recirculating air valve (climate controls), vacuum reservoir and heater valve.

only replaced them because because my lines kept popping off on boost.
but the check valve just hanging there dosnt seem right. the car drives fine and idles good, nice and stable.

Old thread -- but I'm hoping this is still appropriate question.
Can you remove the ICV all together.
I'm doing a minimalist vacuum setup for my 90% track car (although it needs
to drive to/from the track).
For the moment I pulled the ICV and placed a 1/2" plastic pipe between
the two LR silicon lines.
Here is the picture just prior to me pulling the ICV. I was wondering on direction
and thought -- why do I have it in there at all :-)

I cant tell you the impact on your set up but i am running an emerald ECU and currently have the ISV still in place but the ECU is ignoring it and controlling idle using ignition timing alterations. It idles perfectly well like this - I am also tempted to remove the ISV from the car as part of tidying up the vac lines.
