the "batwing" doesn't act as a splitter. It helps to smooth airflow under the car but doesn't split the air. The IC panel piece, on most cars is just a vent. In fact it's almost useless without proper ducting and ducting/flow management of the exhaust air.
A splitter, as used in this case, would better be termed an "air dam", but the AIR, or most road versions don't actually dam much air at anything under HIGH speeds. Here's a link to a good explanation.
