Default Option 150 ("without catalyst")-- does this mean it won't pass smog in California?

I'm thinking about buying a 87 turbo, but one of the option codes is 150, which means "no catalyst". The car is in Illinois, I'm in California. Does this mean it won't be registerable in California?

Without a cat you would definately fail a visual inspection. To register this car in California you would need to install a cat. And of course, pass the emissions test.

Wierd, I have always been under the impression that the cat had a separate option code. Have you checked more than one source?
