Default Surging

Problem:
Car surges when trying to maintain a constant speed in any gear and especially at low throttle positions.

Does fine at autocrosses in warm weather, surges and sputters in cold nasty weather.

Have changed TPS within 1.5 years.

I think it is the MAF going bad, however, previous owner superglued the lid on and I don't want to break it off to clean the sweeper inside.

Is it possible there is something I am overlooking that could be the problem (changed plugs, wires, cap, rotor, air filter, fuel filter, gone to GURU chips, have their 'reliaboost' controller bypassing CV valve that contols waste gate)

Just need some input as I would like to remain psuedo stock, but don't have the cash for a new MAF.
