Default Stuck wastegate diaphram housing?

I pulled my wastegate with the intention of shimming it, as my car is showing all the symptoms of a weak wg.

I removed the three 6mm hex bolts and attempted to pull diaphram housing off per the instructions on Clark's garage. However, no matter how much pulling I do, the housing refuses to budge. It pulls to the extent of the spring, and then will not move any farther. I've even attempted two prybars on either side, though I limited the amount of force I was using at that juncture out of fear of damage.

What's the dealio?

Isn't there a hex bolt on the valve head? It might be under the carbon build up. I didn't take mine apart, just slipped washers in.

I don't know what's on Clark's but you just need to slip in a few washers like Tom said. The housing does not just pull off, you have to unscrew the valve.
