Default Idle issue

The screw in the top of the throttle body you turn to adjust idle likes to back out on my while I'm driving. Idle stays around 1000 rpm no matter how it's adjusted, but I don't know if it is because the screw won't stay put, or if there is something else wrong. I don't believe it's a vacuum leak. Any suggestions?

How' the o-ring on it...dry or is there one there? You can use a bit of blue loctite on it too

That's an O-ring? It's hard as a rock and no bigger around than any other part of the screw. Maybe that's my problem...
