Default Torque Spec Convention 14 + 1.4?

Why does the factory manual list so many torque specs in two parts like this? 14 + 1.4 or 29 + 3.6... Are they suggesting you torque in two stage?

That's probably an allowable range. As in torque to 14 N-M but 15.4 N-M is also ok. The reason for this is the repeatability of the torque drivers that are used to assemble the car and compliance to the build documentation. Without this torque range, if the driver was off by 0.1 N-M and they didn't document an acceptable range, they would fail a compliance audit.

Yup, what I've always been told (and have gone by) is that the second # indicates the range of acceptable values. as fortysix said, 14 + 1.4 would mean anythig in the range from 14 to 15.4 would be acceptable. If it says, for example, 20 +/- 1.5, then the acceptable range would be 18.5 to 21.5.
