I bought a stock 1986 951 with 67k miles a few months ago. There is no external oil leaks and I have to add 1 qt of oil every 150 mi. I am using Mobil 1 15W50 synthetic oil.All I can see is some smoke from the tailpipe after cold starts. My questions are: 1- what is typical oil consumption on 951? 2 - How to distinguish oil burning by the engine vs the turbo? Any suggestions? Any help will be appreciated.

One qt every 150 miles is atypical, and unacceptable. You have a problem.
I have over 140K on a modified 951 running higher boost, and oil consumption is negligible. I use the same oil you do.

If you search I am sure someone has mentioned what the normal consumption is. Off the top of my head I want to say 1 qt per 1500 miles or something like that.
Burning by the Engine vs. Turbo: Like has been mentioned take the intake track apart and look to see how much oil you see in there. Depending on if you still have the stock air box you will want to be very careful here, as during reassembly if you don't tighten everything properly you could leave one of the bolts too loose which could get sucked into the turbo, and we don't want that.
FWIW When I pulled the head off my 167k mile car the valves had a lot of play in them. Now, I only get oil consumption under heavy boost at the track. Other then that, everything is straight.

Factory oil consumption figures are every 1,000kms you are allowed up to 1.5 liters.
Do you notice any difference in oil consumption when driving using the turbocharger or not?
