Ok, I have the IceShark head light with the supplemental ground less the AVR. Where can I get an ajustable voltage regulator? I have had no luck getting a hold of IceShark. Can anyone point me in the right direction? Thanks!

The regulator you want is a Transpo IB373A (28 mm Bosch Adjustable). Here's the Transpo website:
http://www.transpo-usa.com/
They should be able to point you to a local distributor. I think I paid $11 or so for one from the alternator/starter repair place here in Phoenix and they had it in stock. It's a piece of cake to replace with the alternator removed.

I've sourced from this Volvo guy in the past: http://bartonharness.com/AdjustableVoltage.html. Be sure to ask for IB373a
