Welding or not is not really the issue here. The balance shaft cover itself is not a replacable part. It is cut from the block and can only be used on that engine in that location. You cannot swap uppers and lowers reguardless if it's a turbo or not. Since the cover is fragged, you are finished with that block I am sorry to say.

Chris, I will direct this question to you since you are a factory tech.

Would it be possible to use this block for balance shaft delete? I know there is a kit with fittings to block them off, but I have also heard of people welding and deleting them for good. (I just don't know what exactly is involved in that. . .)

It's hard to tell from that picture. It depends on the damage.
