Default pop pop hiss hiss

I thought I had a problem with the cooling fan circuit but now I'm not so sure. Symptoms are cooling fans running at low speed when I shut the car off. After a couple minutes the fans shut off, but then start right back up again and will not shut off. I started sniffing around (literally) and noticed a very slight coolant smell. Then I noticed a slight hissing/popping sound coming from around the turbo water pump - above and to the left of the turbo, right?

This tells me that the fan circuit is working fine and something else is telling them to come back on.

I just had a ton of work done in this area, replacing the alternator and all the a/c plumbing. Any chance this problem could be the result of this work?
