Smile chirping brake noise fix

Recent 951 purchase, the brakes squeal big time when they are cold. When backing the car, no brakes applied, they make an intermittent noise that sounds like finger nails scraping a chaulk board. I discovered one of the left rear pads had a thin plastic like material around the pads circumference. This material had a small air gap between it and the pad and it was acting like a saxophone reed. I removed it with a knife and now the brakes are noise free.

Sorry, I don't have a clue. All I remember seeing was some numbers in white, the rest of the pad was black. Have u seen this before, is this something to do with the packaging?
