With the car off and the CV in place (so it should be piping straight from IC to WG), should I be able to build pressure / vacuum in the WG line ? Should the WG be sealed ?
I'm unplugging it at the IC pipe, and blowing into it. There is basically no resistance.
I am getting boost control, so it's not completely venting the WG, but I wonder if I'm losing boost somewhere.

Which one are you calling the "bleed line" ?
There are three ports on the CV:
IC - Intercooler
WG - wastegate
JB - J boot
When it's not powered, it runs IC-WG, correct ?
And under power, IC-JB ? or WG-JB ?
When it's not under power and it's running IC-WG, should you be able to pressurise it ?
