Default TPS electrical resistance question

I just got my car put back together after a long winter of suspension upgrades and a k27/6. It bucks like crazy when on boost. i am checking for intake leaks. Danno told me it could be a bad tps. he said check the resistance on the 4 and 6 tabs of the sensor. There should be no resitance at all when the throttle is closed. Open the throttle and the resistance should go to infinity. On mine when i tested it closed it, it was at 4 ohms not zero. Does this mean it is toast?
