Default Cycling valve wiring ?

I'm trying to sort out a boost issue. IT will boost fine, then drop to 1.2 after a random interval, sometimes.

I'm looking at the cycling valve wire. It has a connector:

[|]= The vertical bit is connected to a red wire, and the horizontal one to a blue wire.

With the car on, after my run, the red wire shows 12V between it and ground, and the blue wire shows 0V to ground, AND 0V to the red wire.

Can someone with the wiring diagrams enlighten me as to whether the red one is the signal and blue is ground (which seems odd given the lack of 12V between red hot and ground, or whether the red one should always be hot, and the blue one goes between ground and open as a signal ?
