Unhappy low vacuum upon decceleration

Hello all, I am experiencing a low vacuum of 9-12inHg on a decceleration or when I shift gears. At idle I am getting ~19inHg. This is on the 83' 944T which has ~2000mi (1000 of which I have put on). From this low vacuum the piston rings are unloading and causing oil smoke out the exhaust. At cruise I have pleny of vac and no oil smoke. All my vac lines are new and are zip tied at the connections. Furthermore, I can hear the HKS BOV (venting to atmos) hissing at idle, and I feel this could be my problem. As far as the air/oil sep I have a K&N oil vent type filter attached which is never oily. I do have a baffled catch can but I have not found a good place to mount it yet. Anyone ever run a vaccum pump like I have see on tight centerlined long duration camshaft V-8's? Also, I do have lying around a vacuum canister in which I used on my Chevy 355 to contain what little vacuum it created. I thought about putting it on the 83'.

Any insight would be great!
