this looks like a license plate 'blank'. why would you use this instead of just using no plate?

I think the point is that it has the holes along the horizontal axis to mount to the bumper, and holes near the corners for the plate. Rather than the metal "H" bracket on the '44s, this is just a plastic plate with the right holes.
