Question 1986 944 Engine Hesitation

Got an interesting problem here wondering if anyone experienced something similar:

My 1986 944 Turbo has a peculiar issue where it goes into fits where it feels like the throttle is being released sporadically. All power is lost and the car tries to stall out and does if the RPM's get low enough. Power keeps cutting in and out, and it gives no warning just comes and goes. One thing has been constant so far , when it has been happening the voltage on the battery meter has been low aournd 12.2 - 12.5ish. The battery is at 13 volts when everything is behaving correctly. The problem seemed to go away when the battery is freshly charged off of a charger. I had Autozone diagnose the battery and it said the battery was "good". Anyone have any ideas? Thanks!

Does it happen from idle or at higher RPMs?

Well the car idles extremely rough when this is occuring. When I hit the gas to take off the RPM's will start climbing then at a [seemingly random] RPM they start to drop sometimes it drops a lot sometimes a little. Kinda looks and feels sporradic like someone learning to drive a clutch, the car bounces around. But it is definitly throttle related not clutch. And it will pass at times, or subdue for a while, then comes back.
