What on earth is this for? Where does it go, and why is half of it missing from my car?

exhaust testing something. It goes down and connects to on top of where the heaedrs meet the exhaust. Nothing is missing.

I've got this in my car also, and I'm very curious.
Is something missing on it? Looks like that on my car too.
The braket and hose clamp looks kind of improvised.

well, except that this is the other end of the tube:

should I worry about this? or just unbolt the two pieces and be done with it?

This is the testing port for the exhaust gas analyzer what a dealer using if IIRC. The pipe on my car is corroded and broken so the PO just plugged the exhaust where this piece originally connected.
In the past someone posted what kind a plug you can used try searching

Yeah just scrap it... Most are rusted to crap anyway...
The nipple you need to cap is on the X-Over pipe. The cap's P/N is: 951 111 171 00

The Euro versions don't have the tube from the factory...

Another way to seal this monitoring port off is to remove the little ball from the front end of the fuel rail (especially if you're installing a VDO fuel pressure gauge!) and insert said ball into the cap on the crossover pipe after removing it and the tube. MAkes a perfect fit.

This little tube - believe it or not - is a source for some pretty common exhaust leaks when it breaks at the crossover pipe.

HTH!

Mine is a Cali car and I don't have that pipe or the mounting brackets for it - I do however have the hole on top of the crossover pipe for it.
