What gear to set boost In

You have set boost at 19psi, its just the case that you engine and turbo combination cant produce 19psi in second. Set the max boost you want to run, period. Then set it however you can, MBC, EBC etc...

Set the controller with some other means than the car at the proper level then slap it in. Like NZ said you have the boost set at 19 PSI now. If that is not what you want, turn it down. The reason you are not seeing 19 PSI in lower gears is because your turbo cannot do it (or wastegate, or you have an intake leak, or cracked headers, etc.).
So the simple answer is set the boost in the gear that generates the most boost.

Thanks guys, I am trying to set it at 16psi and i am using a reliaboost II. I have a tial 38mm WG and rebuilt turbo. I didnt think that the reliaboost could be set that high.

I would be surprised if it could NOT be set that high... 19psi is not that much really. Also, with a manual controller you will be sensitive to changes in ambient temp etc. So on a cold day you could add a couple of psi to your max set boost.

could'nt he be getting higher psi in taller gears cause more air is being rammed into the intake?
I know the wastegate spring is constant, so that shouldn't be true...but....
