Yeah, that is a DIY project. He may have done it for cost factors especially if he lost the rear housings of the OEM. You can get very good small fogs and driving lights for ~ $60 each and some Hellas for about $70 for a pair.
In any event, that arrangement looks nowhere near as clean and integrated as the single combo stock lens. And it would be a PITA to wash away road grime that gets in between the lenses.

I emailed the guy about that car, he seems to know nothing, very vague, no records. Lots of claims about what the last owner did to the car, but "he had like 25 Porsches, he raced them and stuff". So that makes any claim valid?

Plus, it looks like it's had some front-end repairs. Look at the passenger-side front corner. The hood is raised a little bit in that corner. The gap between the bumper-cover and the header-panel and fender isn't quite parallel. It's hard to get that gap to line up when you're repairing it.
