#4 vapor purge system for the gas tank.
Gets a control signal from a temperature sensitive sensor near the rear water hose connection (going to the heater core) and opens when the engine is up to operating temperature to purge the charcol canister (driver's side fender) of gasoline vapors that have been stored there. Once the control (vacuum) signal is received, the valve is opened and the canister is purged into the intake.
