Is this needed? Looks like it can be blocked off and the turbo still gets supply and return coolant.

hmm... debatable. Mine is deleted, but it's probably there for emissions.

My engine was running a little hotter than it should. Found that thermostat was put in backwards by the PO. I removed it. Takes a little longer to warm up in colder weather, but I live in Texas so it still sits on my bench.
