It may be your starter. On my car, when cold outside, I get a quick "squawk" from the starter. It is not 3-4 seconds however; it is perhaps a single second. I am assuming it is the armature not retracting quickly enough. Again, this doesn't happen in the summer; only when the ambient temp is around 40 or less and the car has been sitting for sometime.
Spose it could be an accessory belt, but I had all my belts changed and the car still made the noise ( in the proper temp conditions). It is something I need to address, I suppose, but it hasn't caused me any issues.
