What's the proper way to "clamp the wastegate?"

What's up guys,
I'm trying to rule out the wastegate as being the culprit in my -getting
boost but no push-back feeling in the car (the go fast feeling)- problem.
Do I disconnect the line from the cylcing valve, or the line from the
wastegate? And when the procedure says "clamp" wth does that mean?
Do I have to clamp it shut? Clamp it against something?
Also, when the line is disconnected, and I'm ready to test the wastegate,
what precautions should I take to prevent destroying my car when I'm
doing the wastegate test?

It means clamp the line running to the waste gate, so no air can pass through it. Although I've never done it, I imagine vise grips would work, but you will want to pad the line (rag, rubber hose over vise grip jaws...ect) so it doesn't get cut.

I think he mostly meant that you need to watch out when running with the WG line clamped, as you can easily hit 25+ psi ...
once everything is sorted out though, just let it rip
