Default Questions from a Newbie

I bought an '89 944 Turbo with 28,000 miles a couple years ago and it has been stored since except for occasional starting.
Records show the timing belt was changed 3,000 miles ago but that was also 13 years ago...is it advised to change now due to age?
Also, it shifted ok when I first bought it but only now is hard to put into first gear...is this likely a clutch hydraulics issue?

Yes on the belt, replace.

And yeah, probably clutch hydraulics.
