I have no clicking coming from the ICV with the key in the on position. I suppose that means that the DME is not attempting to switch it at all, so an electrical failure in the DME is more likely than a programming issue. Anyone have other analysis?

No vacuum leaks. I pressurized my intake so I am quite sure of that.
