You might insert a brass tube on the nipple or it would be wise to source a new tank since failure might leave you on the side of the road.

Pinch clamps are the way to go on smaller diameter hoses. On larger hoses, spring clamps or get a quality clamp with a rolled edge and is flat below the worm drive.

As stated, check or replace you cap.

Fans do not always run after the car is turned off, so don't worry about that. They only run when the engine is really hot when shutdown.
