looks DIY, the lights in the front valence are DIY so I'd assume he took a standard front bumper, removed the rubber pads and did some fab work to mount in those lights and tow eye. Never seen anything like it before.

May want to try posting this in the 924/44/68 section under Water Cooled, not a lot reading this 944/S2 section.

it looks like a US front bumper that been pushed in - so that the bumper shocks are compressed -
and then the 2 or double lights have been added in the bumper -
the valance is the US type as the european type does not have the hole for the fog lights -
kinda - sorta different

not true, RoW cars got foglights in the front valence too.
