Update: I have the TB installed, and it is tracking in the center of the tensioner arm roller. I spoke with Tom at 928 International, planning to order another tensioner arm. He told me I needed the solid bushings. Roger sent me the bushings, which were a tight fit (needed a C-Clamp to install). Tensioner arm is stable. Here is what I learned:
Tensioner Arm: 928 105 540 4R (from an '84 -'85 Euro)
Bushings: Solid - 928 105 613 04
Bolt : 928 105 570 03
The arm aligns with the early tensioner, but it is a bit tight to the tensioner boot.

Mystery solved! Thank you so much for all the help with this issue. No way I could have ever tackled a project like this with out the knowledge of this forum Scott, Thank you for looking at this with me.
