Take a picture of the passenger front wheel well and post it up, having it show all of the plumbing in there. As to the cap in the airbox, any plastic type plug of the right diameter will work - grab a black one at the local hardware store. Right now, this is a vacuum leak.

ED, I need educating here (no pun intended...), how can it be a vacuum leak at the airbox, when there are two whooping great intake holes up the front, surely the air filter cannot be that presise to "meter" airflow?
Reason I ask is my airbox rubber straps are so loose and worn as to not be really effective in clamping down the airbox lid.

Not to worry, I understood what was being said.
In this case, it is a Vacuum port. Being as it draws a vacuum on the Carbon Canister if all hoses are in place.
Since what I assume was a hose is missing, it is just drawing in dirty air.
Once I replace this missing hose, air running over the mystery hole will now be pulling a vacuum.
This missing hose may explain the smell of gas I get in the garage.

I have an '83 euro K-Jet. The part you have circled goes over a port on mine that is not drilled thru. The port on the other(driver's ) side is supposed to have an 'anti-backfire' cap that is closed under vacuum, but vents under pressure. I have that capped off. Mine doesn't have any EPA stuff on it so it might not apply to yours.
Took a copy of the vacuum under the hood. Ordered a lot of vacuum hose, I'm sure it won't be enough.
I'm gonna dive in this morning and replace all hoses.
I have 12ft of 3mm, 7ft of 6mm, and 3ft of 10mm hose. I'm sure I'll still have to make a trip to the overpriced parts store for hose.
Replaced all vacuum hose except the carbon canister.
I ran out of large vacuum line. More on order.
I also found the brake fluid cap and other issues to repair. Best advise I would give myself if I did this again would be to buy all the intake gaskets, hoses and rebuild the intake while replacing hoses.
Okey, here it is. The hose that should be on the air cleaner is bent down and hooked to the mystery hose.
I followed the mystery hose, it has been zip tied all the way to the rear of the car ending above the differential.
