on my 79,this relay is not available used or new,how can I jump it to test and see if it is the problem with my no low -high beam issue?

best thing to do is take the relay cover off ,
then clean the 4 contacts inside put a drop of Deoxit 100 on each set of contacts,
then put the relay back in

This is a sightly non-standard relay it has a Bosch standard pinout for a SPST relay: Coil is 86 -> 85 and switched terminals are 30 -> 87. However what is different is that it includes a diode in series with the coil - cathode to terminal 85 so the relay only energizes when 86 is more positive than 85 (not the reverse).
An option would be to simply modify the CE panel wiring to add a diode outside the relay then you can use a standard Bosch type SPST relay ~$6 in its place.
As a temporary jumper case - just link 30 & 87 - it will be as if the relay is activated.
