His first test (first post above) with starter relay socket 30 -> 87 jumpered causes the starter to crank. I think this rules out the starter and solenoid. We have it narrowed down to the starter switch or its connection to the CE panel and the starter relay socket, based in the testing he's done.
This thread is a dovetail of another couple similar troubleshooting threads going on right now.

Expectation is that the starter relay does what the jumper does. Focus now is on why the relay is not actuated. Owner also tested with a jumper configured to bypass the start safety relay, identical to the configuration that manual trans cars have. At this point the focus is on the ignition switch and wiring to the relay, as that's the section that is not functioning.

Yes, sorry for the split thread. I did not want to jack that poster's thread with my issue.
The CE connection is good. The plugs are seated at the very top of the female connector and the panel is very very clean.
I too am leaning toward ignition switch as my next plan of attack. Thanks all for the help.
