No - because this absolutely is not the way they usually fail... Normally - as you describe - the failure is that the end of the pawl snaps off when it is pulled into the retracted position against the ratchet springs pressure. After breaking like this the major part of the pawl moves back to the extended position and locks one way (counter-clockwise for removal) and ratchets the other (clockwise to tighten - so you also can't over-tighten it).
So the two parts of the cap are locked together which means the cap is functionally unlocked - (think about that a bit).
It is unclear what is happening here - especially since it seems it is actually ratcheting in some way...

I have a fuel vapour smell after I shut the car off, rarely anything in the cabin and coming from the back passenger side. I was thinking it was the fuel filter in the bumper but in reading this I’m wondering your thoughts. I just noticed that the lock on my cap doesn’t lock. I’ve been using the key to unlock the whole time lol but then tried no key and it turns right off no matter which way I turn the key. I don’t see an o-ring in the cap, just on the neck. Is there supposed to be one in the cap? Also, because the cap appears to be broken (always in the unlocked position) could that be the source of my vapour leak?
is there a video on how to trouble shoot the cap? I’ll do some searching for replacing the PAWL

Take the cap off and look at the bottom of the inner prong of it, that is kind of whitish in color versus the bright red of the outer part of the cap assembly. You may find that the small circular center of the part of the whitish part of the cap is broken out. If that is the case that may very well be the source of your gas smell. Otherwise the gas smell is likely coming from a break in the vent line for the gas tank.

The Porsche 928 Gas Cap it pretty much unique in the World. What may apply the the 944 has nothing to do with the 928 gas cap.

Read what Jerry said - but if the white part looks solid with no crack its highly unlikely to be the cap IMO.
Sounds like you could do with a cap fix for the locking that's all. Investigate all the gas filler/fuel pump area but also consider the front fender fuel vent "Y" as a possible source.
