I am learning how the CIS works on my '78 euro. There is, what appears to be a single electronic fuel injector located on the driver's side of the throttle body in line with a hose coming from the control pressure regulator. The control wires for the device go through the firewall. I can't find this in the workshop manuals or PET5. What is this device and what does it do? Is this the hot start valve?

Hmm, that seems odd to me. I dont recall any injector there. The two rubber hoses from the control pressure regulator go to vacuum points and the two metal lines go to and from the fuel distributor. As far as i can recall.
Maybe post a pic if you can. That sounds very interesting.
That's a frequency valve, it's part of an add-on kit to get the CIS Euro cars past CA emissions test.
You should have also a small electronic brain mounted somewhere along with the cat and an O2 sensor; it comes as a kit from a firm in CA (Santa Barbera as I recall) who was still in business last time I checked but I've lost the link and don't remember the name.
Basically, it makes the K-jet into a K-lambda system and if still functioning should help you thru emissions inspection.
Your car should have a single cold start injector at the front of the intake plenum . It is an electronic 911 injector the large hose from the auxiliary air regulator is conneted to it .
Jim V. - Bingo! No wonder I couldn't figure it out - It's not original equipment. Couldn't get a clear photo of the injector under the spider, but it is spliced in line with a hose running from the control pressure regulator to the fuel return on the fuel distributor. The hose was added with additional banjo fittings. One of the control wires was pulled loose so I don't think it was working. The car is exempt from Texas emissions now so maybe I can get rid of it along with the air pump, etc.
Same thing I've got on my '83 Euro S.
Mine was missing the electronic box, I contacted Neutronics and remember the price bieng a bit lofty for a replacement box.
Not knowing exactly how the thing is tuned, it may or may not help performance as well as mileage/emissions.
You will have to find replacement bolts (orig) for the fitting at both ends too.
