Default What is this in the air vents?

I'm in the middle of a center console refresh and I see on both of the footwell air vents there is a pile of stuff in there! Not sure if this is some special damping material, or it's just 28 years of crud that's built up, lol. Can I just clean this out?

Was an open cell foam for air dispersion

Ahh, can we get replacements or use foam from local box stores to put back in there?

Is there a replacement for the foam and is it really needed?

While not oem I use weatherstrip from lowes or home despot.
